Typically, when asking the person ordering the food if they would like any starters they will only order what they had decided at their table, while looking at the menu. The decision, having already been made, is unlikely to change at this point without an additional incentive.

2 - If you don't have a way of displaying your Starters selection beside your food till then why not go straight in and suggest a safe favourite; 'garlic bread'. Up-sales work best when offering a 'specific' product. A really good technique is to suggest a specific Starter to the customer at the end of taking their food order. The customer has been ordering delicious food from you, is probably hungry and looking forward to it being brought to their table. At this point casually ask if they would care for some 'garlic bread to nibble on while they are waiting for their meal'. It works.
Obviously you can combine both these practices to really bulk up the number of sales of your Starters! Give it a try and see for yourself.
